Globo.com reported that after Boto made the first concrete move for Luiz Henrique, Flamengo quickly reached an agreement with the player, who liked the project that was presented. According to Globo.com, transfer negotiations between Flamengo and Luiz Henrique have stalled. The proposal from Flamengo, which was negotiated by football director José Boto, was for a fixed sum of €30 million with an additional €5 million in bonuses. However, president Luiz Eduardo Baptista (Bap) blocked the deal. He stated that he could not release more money than the amount offered for Thiago Almada in negotiations with Atletico Madrid, which was between €20 and €25 million. Flamengo had not formalized the proposal in writing but had sent it to Zenit to try and reach an agreement. The Russian club was flexible on payment deadlines and agreed to the three years Flamengo requested, but they did not concede on the total amount being close to €35 million. Internally at Flamengo, there was confidence that the deal would proceed, and discussions about how to announce the signing were occurring. The matter has now been paused. Luiz Henrique is a long-term target for Flamengo and had accepted the move early in the process, which helped progress.
